An idea that I've been mulling over for a while now is multi role leaders, specifically determined by ethos and civics. This basically means leaders could be reassigned from one type to another, with their traits being converted to give relevant bonuses to their new role. Examples:

Cursus Honorum: Military endeavour is the true path to political office. Only those who have shed blood for the state deserve the privilege of leading it.
  • Requirement: Some degree of militarist.
  • Effect: Admirals and generals are available to be hired as governors.
Technocratic Oversight: The scientific method can and should be applied to all facets of life, even politics. True progress requires direction from our best minds.
  • Requirement: Some degree of materialist.
  • Effect: Scientists are available to be hired as governors.
The leader's traits would be retained with the effects varied depending on their role. For example, a scientific governor (overseer?) with genius or maniacal would provide varying boosts to research output. A military governor (viceroy?) with the scout trait might boosts planets' sensor range while engineer might reduce ship build times or costs.

Ideally the level bonuses provided by the governor would also vary based on their background. Generals would add army damage and discount cost/time instead of reducing building cost/time. Admirals would marginally reduce ship cost/time. Scientists would boost research output, etc.

Ideally this system would need more fleshing out to prevent things from being too lopsided for particular ethoses, but then asymmetrical balance can be fun. What I'd love to see is a diplomat role which would tie in to a distant-future diplomacy overhaul. Not really a thought for the here and now though.
