I've noticed that the Mughals never seem to form and the Timurids meet thier end in a quixotic defense of Persia rather than turning it's attention eastwards
I think that the Form Mughals decision should automatically reform government rather than requiring reformation, possibly requiring that nomads either have a small # of provinces or high revanchism to represent a change of timurid perspective.
