Hi, playing as Timmis->Mughal empire.
it's almost 1600, I control the region from Burma to the ottoman empire and also almost all the lands of the hordes. my capital is delhi which has some Indian Culture and my state culture is Uzbek. almost all my provinces are Sunni (got Judea very early on for the missionary)
I have many cultures in my empire, none is very dominant. my economy is doing great, my tech isn't very good as I'm too big and unwesternized for it, but I'm still way too big and strong for anyone to attack me
I'm on the verge of my first westernization to oriental tech group (is it ottoman?), so I will try to maintain a peaceful policy towards the west, and only expand in Indo-China and in the East-Siberian Colonies.
1. should I move my capital to somewhere with my culture?
2. should I enact settlement policy on Delhi?
3. should I start to enact settlement policies on all the areas I control to try and spread my culture?
4. what does culture do other than lower tax? does it affect the research?
5. can I remove cores only in provinces of my culture, or also in my culture group? accepted cultures?

1) I imagine it would be a lot of hassle to waste 1000 ducats and spend 4 stability to move a capital for a small change in tax benefit, especially for a large nation with huge stability costs.
2) Settlement policies change cultures quicker, but it's incredibly tedious and takes around fifty years. If you're colonising Siberia, it will be a waste of colonists, and you'll need the magistrates for building. The revolt risk and infamy gain will be a pain.
3) I don't think it is of vital importance - if they are an accepted culture it won't matter, and it's not so painful otherwise to have wrong culture provinces.
4) I'm not too sure on this one, but I believe it does affect stability costs, and possibly technology. Hopefully someone else can answer this.
5) You need a national focus to be on or adjacent to the province you wish, for the nation the core to belong to to not exist, and I think the province has to be your religion and culture group.

Capitals are actually much more likely to flip culture on their own than random other provinces - Keep your focus in the area and there's a good chance Delhi will ecome Uzbek eventually, even without any Uzbek provinces nearby.
