MP Income - Negative?

I have checked the threads for this but can't find anything. If I missed it I apologise.

When I use the tool-tip on income, it shows the MP income as negative. As far as I can see it actually ignores it. Anyone else noticed this, and is it just the tool tip and it actually works OK? Or is it a bug?

Yes, is correctly. Don't have sense that your manpower (recruits) give you money, now you will pay for your recruits
