Well, FDR was a little more clever than Goering, as he managed to goad his enemy into attacking him.

the thing both these quotes has in common is that they were true a thousand years ago, they are true now, and they will be true a thousand years from now. i wouldnt call goering 'clever'.

It doesn't suggest anything of the kind because its a comparative quantative assesment, not a qualative assesment. No more so than your statement that it was "the most intelligent thing he ever said", indicates that you think he was particularly intelligent.

My qualifier about Goering was that his statement was depressing.
