how do i move them to places like norway? i can't load them into a boat. and i can't deploy them directly from the force pool to there, or even strategically redeploy them there. is the verdict such that i can't move garrisons to provinces without a land connection?:(

as an afterthought, can you also "strategically redeploy" ground forces other than garrisons? For example, your coming all the way from spain to prepare for an eastern offensive against the ussr... or does one really take the long road and walk all the way?

... well unfortunately the AI often does this - 'walking' units from the very Far East to counter the Germans several thousand miles away :) - but as you have just discovered it is not very sensible!

For relatively short distances there is a trade off between redeploying and saving time (and oil) - and the loss of organisation. So if you need units to immediatley go into combat normal movement is sometimes better.

Note that motorised formations (notably in Germany with all those 100% infrastructure provinces) can travel across the country more quickly than they can be redeployed. So you can redeploy your infantry and tell your tanks to drive. This does burn some oil however, but it is easier on your TC.
