Movement = Combat?

I wonder how the new movement = combat will work if there are no defending troops in a province. How long will it take for the attackers to capture it? As a defender will you be able to move defenders into a province under attack if there are none at the start?

good point.... but if you sent troops into one to stop them i dont think they should get full defending bonus
