Imagine you are having your cozy little campfire going. Next to it you have put two buckets: one with gasoline for expanding the fire, the other with water for dousing the fire. The night is still young, but the fire is dying. You decide to pour the gasoline on the fire. Instead, you accidentally throw the water on the fire and the fire dies. Frustrated and angry, you decide to quick camping and go home. Does this sound familiar? If you have played the nomads, it probably does.
What I suggest is relocating the "Settle tribe" button to the titles page. When you click it, it gives you a similar window as the "Split Clan" decision does (this is the reason the Settle Tribe button should not be in the diplomacy window thing), from which you pick the province you want to settle in. The tooltip should let you know what your new government type will be. After you select your province and click "Ok", a dialogue window which tells you what you will lose appears as a final warning. This dialogue window has two options, one being to settle down and the other to not settle down and keep going as you were.
That way, no one will ever accidentally settle down again (in CK 2, at least).
