A very early graphics bug with the location of Machu Picchu has resulted in the very strange choice to relocate the capital city of Cusco to Abancay in the latest patch through the event "<Province Name> Navel of the World".
This involves the Cusco events "<Province Name> Navel of the World", "Reconstruction of <Province Name> Complete" and the Cusco/Inca event "Machu Picchu".
The Machu Picchu monument should ideally also be relocated to the proper province as well, as the real world location is northeast of Cusco along the Urubamba River (not included in the EU4 map) rather than the Apurimac River (the river shown on the EU4 map--looks like the map marker was originally placed misidentifying which river was shown).
As Cusco starts off with a castle, this event, actually does have a game play impact by weakening the tag by relocating the capital.
