After completing the decisions I get two damaged MICs but they don't show up in the repair queue. I.e. they stay damaged and unusable forever. Is this a fluke? I don't see it mentioned anywhere.

I've seen this too; the simple option is to let the next 2 WFs (= MICs) be assigned to those red slots, declare F.It, Drive On; and proceed to win the War .
Historically, moving WFs to the Urals was a rush job, and the Russians are still looking for those missing parts !!
