The capital moves on its own
... It will always be in the highest income province in your demesne, that has the same culture and religion as your ruler. If culture doesn't match any of the provinces, then highest income province of the same religion. If that doesn't exist either, then it just the highest income province that is capital.So if you have two provinces with almost the same base income, and same culture and religion as the ruler, then you can see the capital bounce between fairly often, depending on which is leading in income at the time.
I don't know if you can edit it in the save game file, but if you can, it will be futile, as the capital moves back to the wealthiest province again when you start the game.
If you REALLY want to move capital to a specific province, then you need to give away any provinces that would be considered before it for capital, until the desired province is top of the list.
My problem is im king of ireland and portugal but the provinces of ireland are poor so i gave them all to my relatives but i kept Gwynedd because its quite rich and i need the manpower in case some vassals in the area feel like disrespecting their lord and master. And Gwynnedd is my capital unfortunately.
The rest of my demesne comprises provinces in southern spain and northern morocco and the ones in northern morocco constantly get events that im too far away so robbers and smugglers run amok and i cant max out the province income...and yes they all have courts of justice.

That event is normal when you have provinces spread out all over the place
... either give up Gwynedd or make sure a future ruler gets a culture that matches one of your southern provinces.
I think ill try to max the money in one of the provinces in southern spain they're all rich but they are coming of a plague spell that might work considering that gwynedd isnt irish either
You could leave Gwynedd in the hands of a trusted vassal, and then just use the loyal vassals' troops in Ireland, if some of them ever get bright ideas about your right to rule there
Update on this one, the capital wasnt moving because all the provinces except Gwynedd were muslim . When some in southern spain became catholic the capital moved there but Tangiers and Fes kept spamming events that im too far always recking loyalty making me lower taxes to get it back up , on the other hand Gwynedd and Marrakesh were not getting them at all , Marrakesh converted forcefully to catholic and lost the revolt trait in a few months and that was it
