Currently, the border between those two sea zones looks like this:

As you can see, the province of Manila does NOT border the Visayan Sea, not allowing Maynila to fabricate claims. Moreover, the two countries that Maynila CAN fabricate on are tributaries of Ming at game start. This makes it fairly difficult to expand (requiring no CB wars).
However, if the border is moved juuuuuuust a bit, like this (suggested border in red):

then suddenly Maynila can fabricate on several other countries, making it not painful to play early on.
