There are some UI things that I think can be improved upon. So here are two suggestions for quality of life improvements regarding mouse-overs.
1: In the research tech-tree, highlighting a specific tech will show the corresponding tooltip. Whenever you move the mouse the tooltip disappears. This means that when you sneeze or your hands tremble a bit you can no longer read the info. It gets worse when the cursor is hovering over the text because now you HAVE to move it and make the text disappear. Mind you, it takes a second or two to accesss the tooltip again. It can also be a bit difficult to avoid getting the tooltip of the (much less interesting) overarching tech-block.
Solution: Keep the tooltip active for as long as the cursor is hovering over the tech.
2: In the event-list, when you right-click an item to make it go away, the next item does not automatically 'inherit' the tooltip. If you want to know the specifics of the next item you have to move the cursor back and forth to be able to read all the info.
Solution: Make the tooltip of event items always active for as long as the cursor is hovering over the field.
So, as you can see, the problems are slightly different but the solution is the same and should be quite simple.
