Somewhere in the party screen i think you can see the level of your troops. Each troop type has a set level that raises with every promotion, just like you have a level that raises with each levelup. And only if your character level is higher than theirs you can train them.

And to point out, the Exp gain per unit per trainer is:

(Level of Trainer [you or NPC hero] - level of Trainee [troop]) x amount of XP [from training skill]

So trainers with higher levels contribute more xp to each troop.
