Should mothballing fleets remove them from your forcelimits until you de-mothball (??) them again?

I experimented building a transport fleet and mothballing them till they were required but got hammered for going over forcelimits. Fair enough.
Maybe transports should not contribute to force limits ?

I was actually in favour of scrapping transports altogether and when you needed to transport troops you moved them to a port, clicked on a land province you wanted to move to and you were charged a fee ( similar to CKI system) or alternatively click on a sea province with army selected and it charged you to raise the sufficient amount of ships and then they acted as normal until you disbanded them. But that idea can be scrapped I guess with the automatic transport change.

Also can anyone explain how I can use my allies ships in single player or maybe you can't?
