I was curious about this and think you guys can come up with some stuff in here that I haven't thought of. Just no bugs or exploits or anything like that. Custom nations are included though.

I was thinking myself that some custom nation into Prussia would be most op but who know's and i'm not sure of all the ideas and policies.

Oda (japanese minor in 1444) has some of the strongest, if not -the- strongest military ideas in the game right now. As far as I know they're one of only 2 nations that get land leader siege as a national idea -- along with shock and fire, +10% inf. combat, +10% morale, +10% land fire dmg and +20% manpower. https://eu4.paradoxwikis.com/Oda

Commonwealth into Prussia with aristocratic + quality + keeping polish ideas for 70+% cav ratio and +53% cav. combat ability (before any policies) can also demolish just about anything if you get a good start.

Honorary mention to Italy and Burgundy who's armies are close to the level of france. Not the best but the sheer amount of mercs you can hire (allowing you to ignore manpower) combined with -80% merc maintanence for burgundy (with adm. ideas + 1 more group) and -33% coring cost for italy (before adm ideas) make them arguably better at expansionism than pure militarists. You can have 150% discipline and 150% morale but if your 25 stack meets a properly reinforced 30 + 30 + 30 you'll still get stackwiped.

Full Quality adds another 10% Infantry/Cav/Arty CA and 5% Discipline, Economic-Quality and Innovative-Quality policies add another 5% Discipline and 20% Infantry Combat ability. GG world. Oh, and in the Age of Revolutions when this is available, they can also get -20% Fire Damage Recieved as their exclusive age ability. Stackwipes everywhere.

Oda is very good early-game but imo with the way professionalism works, most of those leader pip ideas are not as valuable as you'd think, most generals are going to roll very high pips regardless nowadays. Only the siege one is truly precious (also note it's Leader Siege, not Land Leader Siege, gotta get those blockades ;))

Well Prussia or Sweden are the obvious ones- other ideas may match theirs in some ways but then you need to take into account their events which give some permanent army modifiers.

You could make a Custom Nation with Prussia's Monarchy then add even better ideas like Artillery and buff the Discipline they get etc, but you won't get their events.

With that being said though, I don't think Prussia gets any permanent Army Buffs from events, Sweden definitely does though..

start with prussia culture and start with required lands in hre .
dont pick prussian monarchy at start get most op military ideas in game
form prussia(you cant change your idea group with custom nations).
now you got prussian monarchy and prussia events with most broken set of military ideas

Note that I had to pick two diplo ideas because otherwise the "you have too many mil" break the 800 limit, so I picked naval so that im not only strong at land combat and some war exhaustion so I can stay forever at war.

And gave two mil bonuses to the leader because whatever. Also I prefered tradition, as that leads to 100 tradition, which leads to a lot of bonuses.

Also movement speed would mean you always have your battles defensively in mountains! and never get caught. But if you want tanking then perhaps fire damage received.

Ottoman gov so you can train janissaries (at least I assume thats how it works) with shia for morale, manchu so you can train banners (at least I assume thats how it works). Alternatively east slavic culture and russian tsardom for their unique. Alternatively Prussian gov?

after that you can form other nations to pull their events/decisions (eg byzantium has many free army tradition ones and is nearby)

Besides custom nations Smolensk is pretty awesome mid and late game regarding art/ fire/ siege. Also adviser cost/ religious unity/ prestige stack nicely for blobbing. I would pick Smolensk over Prussia mid game. Just release as Lithuania and play :)

I think it would possibly be Hungary with Black Army (10% merc Discipline and +1 yearly AT) into Poland for the ideas and then either Revolutionary Poland or Prussian Goverment. Along the way you would somehow need to convert to Shia and Manchu culture of course.

Reformed Nahuatl is also good (10% morale, 5% Discipline, -0.05 WE) into all the above stuff. Weaker unit types though and Shia may still just be better. (15% morale, additional 5% from DotF and -10% shock as well as +10% shock damage).
