When trying to edit the Kings of the Qara Koyunlu, I see there are only a few numbers, something like til 5099 for example. How do I increase this number? Also is there a way for me to create an event that takes the User-developed monarch files into its own line of kings?

I'd advice you to take a look at Daywalker's handy Definitive list on Paradox Leaders & Monarchs ID's for some free IDs.

The leader and monarch files in the db folder are read only when you start a game. After that the list is stored in the savegame. To use your own modified monarch files just add them to the db\monarchs folder before you start a game. Remember the naming (monarchs.tag, there tag is the country tag).

There is no way to change monarch files by events. You can activate/deactivate monarchs though. See here for some more info on that...
