Military points are not used enough compared to admin/diplo points. We need more ways to spend them. Some ideas:

Change the cost of reducing war exhaustion from DIP to MIL.

Conscription: Pay MIL to greatly increase manpower recovery for a year.

Forced labour: Pay a small amount of MIL instead of ducats to construct a building; raises unrest temporarily. (Like war taxes, could be a good choice if you are poor.)

Military frontier: Pay a significant amount of MIL to permanently increase the defensiveness of a province (for when a chokepoint is really critical and an up-to-date fort isn't enough).

Pillaging: Pay MIL to demolish a building in occupied territory. You get some money in return. Takes a while to complete (so the enemy has a chance to stop it by taking the land back) and can't be done if the territory is within the ZOC of an unoccupied fort.
