More urban regions

I think HoI 2 had a lack of urban regions.
So, if HoI 3 have about 10000 regions, urban regions could be raisen.
If not, Paradox could make some kind of POP counter per region to difficult a bit the easy conquer of a region. More habitants in region = more difficult to take it. The multiplier could be the manpower of the region.
Just a wish.

In EU3 (which the map/engine is based on) terrain is represented as a percentage as well, so provinces which have larger cities may be represented as having a higher percentage of urban territory.

What I believe needs to be urban:

Europe:
- London
- Birmingham
- (if included) Manchester
- Paris
- Bordeaux
- Madrid
- Barcelona
- Rome
- Amsterdam
- Brussels
- Antwerp
- Hamburg
- Essen
- Bonn (if included)
- Berlin
- Munich
- Dresden (perhaps, major industral centre)
- Vienna
- Prague
- Milan
- Budapest
- Warsaw
- Minsk
- Kiev
- Smolensk
- Sevastopol (or at least some way of implementing MASSIVE PORT HERE)
- Moscow
- Leningrad
- Stalingrad

Africa
- Cairo

Asia/Oceania
- Tokyo
- Osaka? (not sure about 1936 size)
- Nanjing
- Beijing/Beiping
- Shanghai
- Suzhou/equiv (implementing the massive sprawl)
- Guangzhou
- Chongqing (possible? not sure about size of it, although it WAS big enough to become Nat capital)
- Delhi
- Calcutta
- Bombay
- Karachi? (unsure of size)

Americas
- Washington DC
- New York
- Boston
- Philadelphia
- Newark
- Atlantic City
- Detroit
- Chicago
- (if split) Norfolk - the northern area where Newport News and the shipyards are
- Los Angeles
- San Francisco

South America and any other potential Chinese cities I'm not so sure.

For France, Lyon, Marseille and Lille.
Naples can be added.
And for USA Dallas.

The easiest way would be to have the cities population in 1936 :)

I think we have to be a bit carefull, because most likely urban provinces will equal a penalty to attacker and a bonus to defender, so for example I think sevastopol should be non-urban but rather a fortress?

There might be an issue with size vs. historical significance. If Stalingrad is urban (which it almost certainly will be) then there were hundreds of cities of the same size that probably should be also. Like the whole southern half of Japan, for instance (imagine that campaign!).

Again though, I think the terrain %, as implemented in EU3 will help to determine how urbanized each province is. So say London province is 100% urban, Moscow 85% urban/ 15% forest, etc (I don't know the exact figures but you get the idea). This will help decrease the bonus for smaller cities - paying the same penalty for attacking Glasgow as for attacking London seems ridiculous.

If you recall they did focus more on significance in HOI2 with Paris being a plain, so I think this is a route they should follow for this one. If a city could would be defeneded (in a historical context) it should be urban if not then it should not be.

I wholeheartedly disagree. Any city could be Stalingrad if the player chooses to doggedly defend it. They/we should be allowed to make that choice.

Not back during WWII it wasn't.
Agreed. Population for Dallas & surrounding county was only 334,056 as of 1935 census.

So make everything urban? I still think the urban modifier should only be included for cities that were historically contested. You point is very valid and I do understand it, just for me its more a question of EU2 vs Eu3 type of historical outcomes

It's the defense point doctrines.
A city is easy to defend, and there is a lot of good fire positions.

10000 provinces is the simpliest way to create more urban provinces...
A percentage would be more realist but the choise have to be done... :eek:o
The greats capitals or cities, Paris, and i hpoe Tokyo and Rome, won't be large provinces as in HoI2 but small urban provinces...thanks Paradox :D

As Battlecry mentioned, it's probably going to be done by percentile. This seems all the more abundantly clear since rivers no longer demarcate provinces, either, just as it is in EU3.

This may well mean that provinces which were urban in HOI 2 will have a relatively high percent of urban terrain, with smaller locales having significantly less.
