Well, while some great power countries like UK and France have lots of internal tags that allow to balkanize tem them in a peace conference, by liberating/puppeting, other majors don't had this.
First is the US, they are pretty homogeneous, while the CSA is a formable tag, you can't release them. In Vic2 there were lots of tags in US, like New England, California, Texas, Deseret, even the FSA, that would split, if US became a non democratic regime. The same for China, you break them, apart from the other warlords.
Germany too, but you can't split them West/East normally or into smaller countries like you can with Napoleon.
Italy and Japan are pretty indivisible, despite being unified in less than a century and being composed with smaller tags (like Germany), in Vic2.
So should these countries have more tags?
