But for Siberia there is no option because all those are colonies. It doesn't even sound fair to release those - after all they're mostly populated by Russian colonists.
Well, since EUIV is about alternative history, Yermak Timofeyevich's forces probably could use some CN mechanics. It would be fair enough, considering that other countries have to form CN's to colonize America. And siberian tribes do already have migration mechanics in AoW, just like American natives. :)

The things is, CNs are meant to reduce micromanagement and increase the amount of wars in the colonies. Siberia is colonized by Russia and maybe by the Iberians (I doubt this will happen anymore in 1.8).
So, since there's basically 1 colonizer... CNs are kind of useless, what wars are there to provoke? :)

I'd actually do something else - I would make the provinces closer to the Urals harder to colonize so that Russia has a hard time getting to the Pacific until very late tech levels, when colonization should go much faster.

So, exactly as the title says. The Big Green Blob has an advantage against any other Big Blob: its territory is pretty monolithic. It would be nice to have an opportunity to restore old principalities, for example, like with the Ukraine. Or cossack hosts. Or independent Siberia.

The majority of Russian provinces in Siberia and their northern and "horde" provinces have quite low BT, so you can take a lot of them in one war. I think with introducing of marches, dismantling Russia will be easier even without new releasable nations (especially with those NI for Tver and Ryazan), though of course that's hard to say without actually playing with new patch

IMHO generic Muscovian and Novgorodian provinces also need rebalance towards better detalization.

I fully agree. Thats why i made a mod and did that myself XD

Overseas to everyone in the game, and an island. Not land adjacent to the homeland :)

And absolutely pointless in terms of CN mechanics, because, like you said, it is only likely to be dominated by a single coloniser (so no wars to provoke). Even more frustrating micro-management-wise too as it needs its own dedicated police force and transport fleet because it's so disconnected.
