More provinces in Mexico?

THe reason I ask is so that tit will be more historicle with Cortez, so now when you come to mexico there are more provinces, and now the Tlaxcalla could maby be their own civilization like they were historically, because without them Cortez probally never would have beat the Aztecs.

All of that could probably be modeled by having a bunch of one and two province civilizations, and doesn’t necessarily require more provinces.

Oh, and most of these have disintegrated into mindless spamfests/ demands for huge numbers of provinces for nationalistic reasons.
