1. For each Strategic Regions, there can be a local authority consisted by a governor, an air leader and a garrison commander. The governor affects the province effection, including resource production, industry efficiency, supply limitation, revolt risk and the MP gain. The air leader commands the air combat and bombings activated by the air-crafts in the region. The garrison commander leads some garrison divisions and defends the important places in the region. So there also should be some divisions which are listed in the region statistics and similar with the garrison units in MotE and EU.
2. For the theaters and the army corps, there can be two positions for the generals, commander and chief of staff.
edit: One more point: For AI, firstly it needs to check the target province is occupied or not. It should be the target of the garrison system if it is occupied and "far" away from the front. Otherwise, it should be in the sight of the front system. Secondly, if it is a garrison target, AI needs to check which region is this province belongs to and commands the related regional garrison commanding to defend it. If it is a front target, it should be treated as before.
