A few potential additions to the parliament mechanics
  1. The bribes system could have active tasks such as constructing buildings, or to secure trade in luxury goods like tea, sugar, wine etc. through conquest
  2. Granting seats outside of primary culture should increase cultural acceptance
  3. To counter balance 2. seats outside of primary culture/group creates "nationalist" modifier to local unrest in primary culture/group which can be brought down by giving them more seats to maintain a majority
  4. Granting seats to vassals or personal union provinces could decrease integration cost/time. (England-Scotland treaty of union merged the parliaments)
  5. Or on a similar note diplo annexing of nations with a parliament as a parliament giving a decision to keep the seats or gain unrest where they were
  6. Granting seats to colonial nations to reduce liberty desire (american revolutionaries wanted representation)

3) I'm not so sure, you are already losing some benefits by the fact you wont get the same value out of the assigned seats.
4) This would have to be very thought out to not be too easily abused
5) I dont think players would really like to use this choice, they would much prefer to manually do it themselves, as the AI doesnt always do it properly
6) I dont like the idea of having to give more seats at the cost of more stability cost ect, I also beleive this wasnt done historically.

Its not always about making the game easier, but more complex and creating "meaningful choices"

And yes colonies were not given representation historically that's why they fought wars over democracy it, But would have been entirely possible to appease them with seats parliament as they felt they were being robbed of their taxes by a government that didn't represent them.

Agreed with every suggestion! Parliament seems a little meaningless because its bonuses aren't exactly that good, except for a few and I would like more important debates such as integrating vassals.
I also got some ideeas:
7) having debates about going to war and getting free claims if the parliament accepts (claims on border provinces or even for unions)
8) accepting cultures that don't have 20% of total development
9) maybe having a debate about changing the official religion

Colonies were governed seperately because the travel time and influence needed to represent them properly wasnt in place until much later in history, theres no point in having a seat in Florida when it takes months to get a point to the government chambers, let alone discuss them to the length where there could be an informed choice, this is why governerships or little oligarchies were used in the place of a fully centralised government, people dont often like mechanics that take away depth from the game.

I very much want to see the Parliament mechanic expanded, but I want it expanded in a meaningful way, not simply just adding more clicks to the click spamming mini game.

I want to see it become more interesting than just picking an issue, selecting the least damaging bribes and then forgetting about it until I am forced to add more seats or need to pick a new issue. I would like to see the ability to create a split in Parliament to replicate something similar to the Lords and Commons, each wanting different things with the ability to use each house for your own gain in any given situation.

In terms of small changes that I think would help make the Parliament mechanic better.
  • Provinces automatically supporting issues based on certain factors like culture, religion and unrest to help compensate for the lacklustre modifiers that debates actually provide.
  • Remake the UI, the current parliament UI is frankly just bad, it looks and feels completely barren and unfinished.
  • Seats should give a small culture acceptance threshold modifier for the province culture, so it makes it easier to accept cultures that are granted representation.
  • Parliament seat mapmode.

This does not really make sense, at least not for personal unions. Countries in personal union are still independent and have independent institutions so it is kind of weird for provinces to have political relevance in a country that does not control them.

In response to your reference, England never gave Scottish land representation in the English parliament while England and Scotland were in personal union. The English and Scottish parliaments were unified when the Kingdoms were but that is already represented in game by simply annexing Scotland and giving Scottish province seats.

It could be nice if you form Great Britain diplomatically that it would give every province in the Scotland region(or England if you are Scotland and have a parliament) a seat in parliament.

wrt 4/6. having the colonial assembly event and some other USA related events while having a parliament would be good, wherein you can opt to give seats to your colonial nations. These seats may be un-bribe-able? Possibly all vassal seats should be.

Also it'd be nice if seats sometimes started supporting an issue, especially one which benefited them (e.g. appropriate land for state gets support from province(s) getting increased base-tax).

And also if AppropriateLand4State and similar had the number of provinces getting +1 base tax scale with either total development or number of non-overseas cored provinces you owned? Still giving 1 at the start of the game for England for example. By the late game though it's costing a ton to get +1 tax plus 5% build cost reduction. No longer worth considering most of the time.

EDIT wrt 4/6, not just colonial nations; possibly client states also?

Looking back on this I agree. My 5th suggestion is better than the 4th. I just think you need an way of deciding what happens to the parliament you integrated.

Keep it for stability
Or abolish it for control over where your seats are granted

Seats doesn't increase stability cost any more. Indeed it wasn't done historically and look what happened(!) :)
