I would like to see some more options for increasing ship and army experience during peacetime. I know the patrol action exists for ships, but I have not found it to be very useful.

Some options might include:
- A training building on a starbase (this would probably need to have some limits to the number of ships it can train at one time).
- An option for a second upgrade to strongholds which increases experience.
- An admiral / general trait that adds experience points.
- Add a bonus to one of the traditions, perhaps in Unyielding or Supremacy.
- A service bought from a non-empire race.
 
Give armies the ability to combat crime when landed on a planet?
Maybe even removing the need for enforcers?

That would also make defence armies alot stronger if they have battled crime since the start of the game and you're only fighting them in the late game.
Might even be elite soldiers by that time! :D
