My proposal is to add an additional layer of complexity to riots. During riots, prisoners would have the option to take guards hostage and will avoid killing them. To do this they would need to meet several requirements, such as more than 30 prisoners rioting, the guard is disarmed, the area is captured by rioting prisoners, there is no armed presence in the room, and events are enabled. If all requirements are met, guards have a chance to surrender, similar to prisoners in the presence of armed guards. After which, they will not reveal any rooms for you if fog of war is enabled. If guards are taken hostage, it contributes to the danger level and gives all guards a high safety need (if staff needs are enabled). In addition, you may get a call from a Prisoner giving you a representative demand of all rioting prisoners, which would be the highest need the most Prisoners have. For example, if Prisoners have a high food need, they may demand you to raise the quality of their food, or if they have a high laundry need they may demand you to build a laundry room (Sometimes, they may simply ask to release Prisoners. In this case, the only way to satisfy them is to let them escape en masse, which heavily encourages an armed response.) You would receive this call before getting the National Guard warning, preferably early in the riot to give you time to act. If the demands aren't tended to fast enough, and the riot isn't ended, nearby Prisoners will attack and kill the hostage guards, they will also kill the hostages if armed guards, riot police, or elite ops enter the room. Armed Guards and Snipers will shoot on sight any rioting prisoners in the same room as a guard held hostage. If their demands are complied with, then the overall danger level drops, and rioting prisoners who have the need in question will stop rioting unless they have another reason to be furious. When prisoners stop rioting either willingly or forcefully, any conscious guards kept hostage will immediately run to the nearest armory and collect replacement gear. If an armory doesn't exist they'll either run to a security room, staffroom, or delivery zone. There are several advantages to both strategies of shutting down riots. Complying with the prisoners does not make them suppressed and decreases their need for freedom, but will make them much more likely to riot in the future. Forcefully shutting down a riot will make Prisoners overall unhappy, more likely to cause trouble (destruction, attacking staff, escape attempt, etc.) but will suppress prisoners and give them a grace period where they will not riot because they are still suppressed from the previous attempt.
The advantages to this would be offering multiple playstyles to handle riots: either satisfying the prisoners' needs or by using brute force to keep them in line. In addition, it creates drama and makes the game more interesting, in addition to making Elite Ops more useful in non-island maps where you need to take control of a room very quickly.
