There are many discussions on the forums about how to achieve historical outcomes without railroading the game to them. I think the best solution is to add more historical friends and historical rivals. This would make for more historical outcomes politically, and therefore in the borders of countries.
first, there's one rival modifier I think should be replaced with a friend one... Aragon and Castille were successfully in a unionfor most of their EU4 lives, and didn't really fight each other at all.
France should be given a rival modifier with britain(and england), causing more competition between them over America like there was historically. Also britain and france hated each other for most of the EU4 timeline. (This is probably the least important one, seeing as fance will never reach britain and the AI is awful and landing troops so britain couldn't touch france)
Russia (and muscovy) and austria should be friends. While they were only allied for a small portion of EU4 it would solve the problems of OP PLC and helpless Russia.
Ottoderps should be rivals with russia, austria, PLC and venice. They had a series of wars with all four, and giving them the rivals would end in both expansion for the ottos like some of the venetian wars, and complete otto failure when the four come together like in the Great Turkish War.
Russia and PLC should be rivals, while they weren't nessecarily at war often they are still who russia counquered to go west, and giving them rivals could give russia a chance at doing that in game
EDIT:THhe otto austria rivalry would also stop austria' s odd blobbing throughout the hre
