Flags barely represent the decisions you've made in your game, which is a bit disappointing. There are times where the flag you end up with doesn't even make any sense (mostly with flags representing the union of two crowns).

I'm thinking of events allowing you to change your flag like:
  • The USA: Starting out with the Continental Colors and getting an event to adopt the Betsy Ross Flag later on in the war.
  • Great Britain: When forming Great Britain as Scotland, receiving the option to surmount the St. Andrews cross over the St. George's cross in the King's Colors as suggested by the Privy Council of Scotland. (Perhaps accompanying a cultural shift towards Scottish?)
  • Different flags when forming the Spanish nation militarily (for either side) or diplomatically. It just doesn't make a lot of sense to end up with the banner of the Catholic Monarchs if one just slaughtered the other - Maybe a similar event for Great Britain.
  • Give nations the option to move away from Royal Standards towards National Flags following the French and American revolutions.
I think this would give players more incentive to form nations like Spain or Great Britain while starting out as the underdog (in this case Aragon or Scotland).

Perhaps alternate flags, as seen in Victoria II, could be applied to government ranks and different government types of all the nations (with the current flags being redone to be more historical) would be appropriate, as well as your ideas.
