To make ruler and heir generals more interesting why not add in some new effects of their command.

Prestige: A ruler would increase the prestige won and loss by 100% and heir by 50%. That mean with a ruler leading your soldiers you can increase your prestige way more quickly however if you lose battles you will lose alot more prestige which will proabably mostly punish people that try to get their monarch/heir killed.

Ruler winning/losing battles increase/decrease legtimacy: This offers an quick but risky way to increase your legtimacy who otherwise is hard to increase.

Ruler with high legtimacy inspires soldiers while low legtimacy makes them worse: This add another reason to use your ruler as a general, the bonuse could be +10% morale and +5% discipline at legtimacy 75 and above while these being negativa at legtimacy below 50.

Seems a bit too strong to me. Maybe just give rulers/heirs 0.5 pips extra on average? (should also be easier to implement)

Another change would be to make all 3 stats affect how good general your ruler and heir will be, the better your ruler are at leading your country the more your risk from losing him. The rulers general stats could be +1 for each monarch point the ruler generate +_ a random number (maybe affected by army tradition) + eventuall bonuses to stats from ideas and such. A 0-0-0 ruler would thus be about a 1 stat general while a 6-6-6 ruler would be about a 18 stat general.

I don't think it is that strong, if your ruler is a poor general that bonus is still weaker then what a good general give. It only makes a good ruler a bit more useful as a general, however you risk alot using a good ruler so you should have some sort of combat benifint. Could however increase the legtimacy needed for getting the bonus.

The suggestions are mainly for making good rulers more viable as generals, you need to gain something for taking the risk of losing your good ruler.
