I quite like Cities Skyline is a city builder but I think there would be a lot more gameplay value if there also was more managing to a city than just building like in SC4.
SimCity 4, yes I know this is an older game and a lot different but still its the one millions love and I will use it as a comparison and source of dreams because in my opinion its still the greatest city builder.
The economy in SimCity 4 is definitely a lot harder than Cities Skyline which is hilariously easy in comparison.
So my suggests are to make the economy more complex in Cities Skyline to give it more depth and gameplay values.

Some people might find this extremely offensive that I include Socialism just because they believe in everything their television says and history books written by pentagon but I do not want to initiate a political debate, I just want variation and some of us actually enjoy making Soviet or GDR cities, there are many assets and mods for the game that lets you build Soviet and GDR buildings. Some of us prefer an orderly look over a chaotic look.

  • The ability to control taxes for low, middle and high class people similar to what SC4 had.
  • The ability to select which form of economy you would want, (currently we get only one choice which is a liberal free market economy) the dev team would only have to implement one or two more systems to enhance cities uniqueness, like:
    • Consumer Socialism (optional name: Order)
      - Allowing the user to control the economy OR make the economy AI controlled but more stable and never goes out of business features only state owned companies for heavy industry.
      - Elimination of unemployment.
      - Less overall growth of economy.
      - Includes free healthcare and education subsidised by income from state owned industry.
      - Less economical freedom will cause unhappiness with high class but increase happiness with low and middle class also over time merging the gap between classes to middle class.
    • Social Democracy (Scandinavian Model) welfare state Capitalism (optional name: Liberty)
      - Education and healthcare is completely free but subsidised by taxing the people for it.
      - Increase overall happiness.
      - Increase economical stability more than the current Liberal Free Market one but not as much as Consumer Socialism.
  • I know this exists for zones but the same and more options in economic panel to select things like free transportation for the entire city.
  • [Important] Eye dropper tool or the ability to manually place any residential, industrial and consumer buildings down in order to create a more planned city instead of chaotic growth one.
  • Light and Heavy industry.
    • Light Industry would feature light polluting buildings-
    • Heavy industry would be big industry mostly consisting of manufacturing similar to SC4.
    • Optionally, High Tech Industry like in SC4
  • Pollution from vehicles (Believe it or not, cars pollute) in order to discourage the placement of too many roads and more intellectual placement of roads in order to reduce pollution caused by traffic.
    • Option to encourage purchase of electric cars or use of public transportation to reduce road pollution.
  • Street garbage, this might sound like it could be graphic heavy but making it 2D graphics and low res as more like a gimmick it could work, its more about the game mechanics than the look of it as in SimCity 4 it would contribute to pollution and decrease happiness and increase crime, under Socialism there would be little to no street garbage as people have jobs to pick them up but under free market there would be abundance of it because of consumer society.
  • Crime should become more of a problem and grow into more fearsome and have variations like in SimCity 4 were there could be theft, violence or even murder. (Socialism is about order and crime tended to be much less than its counterpart of liberty aka Free Market)
  • Graphs and statistics window like in SimCity 4 for information and orderly statistics in one place about the city.
  • The ability to earn money or relay on neighbours like in SC4 like for example:
    • Send energy and water to neighbours, or receive it at a cost.
    • Receive garbage or send garbage to neighbours at a cost.
    • Various deals with neighbours.
    • Ability to send students off for foreign exchange at your cost for higher educated pop.

This is all I could think of, obviously its a lot of work to implement for such a small dev team that makes Cities Skyline, these are just my suggestions to make the managing better, there might be better ideas out there.
This will obviously make the game a lot harder and complex so a lot of newbies would have trouble getting into it, I know I had with SimCity 4 when it first came out, I was quite young then but there are ways to simplify and make GUI easy to understand there could also be the option to turn these things completely off and let the AI take care of the rest and just build a city but then again there is already an option for that like infinitive money.

The biggest feature me and many more want to see is eye dropper tool or the ability to manually place down residential, industrial and consumer buildings to make planned cities. I think its quite ugly to have 6 different apartment blocks next to each other, in Scandinavia big apartment complexes are planned by companies or the state, they are not randomly placed down.
My Cities might be well planned road systems but look like African cities with all the random buildings next to each other, there is a mod called Eye Dropper Tool but it only allows me to copy a building, it would be great if we get the ability to select a building out of a menu and place it down like we do with unique buildings.

Interesting suggestions. I agree that the current economic/political elements of the game are very basic. You use SimCity 4 as the city building genre benchmark as do most people but the economy/political aspect is fairly simple, predictable and easy to master- once you crack the code you can sit back and watch the cash pile up. Fact of the matter is that people come at this game from a variety of different perspectives and CO's challenge is to make it" all things to all men" while keeping it accessible to play on reasonably inexpensive kit. Hopefully a few of your suggestions will make the final cut but maybe you are pitching for a whole new game...

Perhaps I am, but I do not expect that everything will be implemented and even if it is, it will be heavily simplified for the average user, I might be pitching for an economical manager simulator but I did only post the ideas I had, if the devs see fit that some might actually fit in the game they might do so, preferably there is some more indepth city management added because now we only have the option to turn costs down for various services etc and add a few policies here and there.
