While playing my Hedjazi 'unite Islam' game, I noticed that the AI kept trying and trying to sabotage reputation, sow discontent, etc. They however were most of the time sent home immediately due to me having every building that improved spy defense and enlightened despotism. They were just that, sent home instantly with little to no consequences of their dishonorable actions (well, I did invade them but I'm thinking of something else). I personally think that these covert actions should be risky and if caught with the person who did those actions should facing some sort of a diplomatic catastrophe with every nation looking at them with distrust for many years afterwards whether that be a relations hit, loss of prestige, or a hit to their diplomatic reputation, and of course, other loss.

At least a CB. It is sometimes absurd how AI spams it on you. I once owned all of North America, liberated OPM Fez, and they quickly rivaled me, and spammed sabotage rep and sow discontent! If I wanted a CB, I had to fabricate a claim, and get AE just to get rid of them. There were also Trebizond doing this (2PM this time), but my closest province was Rome??? For that one though, I had no way to claim anything...
I'm not quite sure it would have been taken so lightly back then. There should be at least a way to force AI to stop doing this. Same for rebels. All I have to do, if I've been caught supporting them, is to send my diplomat again...
