More city areas

I would like to know if it is possible to get more than the 9 city areas. I like to get 3 more city areas unlocked for my city but how for a total of 12 city areas?

there are mods outside (Steam workshop) to access 25 or even 81 tiles instead of just 9.

Use the filter in steam workshop for "mods" and search for 25 or 81...
