Morale is important in a battle but in EU4 morale of an army (or navy) is too important.
Small size armies beat much larger armies simply because the smaller army has higher morale in EU4.
While it is possible that a smaller-sized army can defeat a much larger size army, in most of the real-life battles the much larger size army will defeat the smaller army, despite the morale difference.
So my suggestion is to keep morale has being important but reduce its influence.
