So right now its all green, it's very hard to know what Tier are the Monuments just from looking at the map.
You have to click on a province to find out.

My suggestion is to change the color of the monuments on the map based on their upgrade level :

Example :

RED - Insignificant

Orange - Noteworthy

Yellow - Significant

Green - Magnificent

Purple - Under Construction

Like this idea a lot, though I personally wouldn't use red or orange for an insignificant monument. Red and orange makes it look like it's actively bad, but insignificant monuments are at worst just useless. And also because I think monuments are generally something players do not just for the gameplay benefits but also for the sense of roleplay and prestige, and I don't think players want to see a bunch of Red spots dotting around their landscape. I also want to add the ability to tell between monuments that you aren't able to upgrade even if you had the money (yet), and those that you can.

Can be upgraded - Teal
Can't be upgraded - Yellow or Brown (like in the State Edict "Increased Enlistment")
Noteworthy - Light Green (can't find the right color for this, but it's like how Territorial Cores show up in Diplomatic Map Mode)
Significant - Deep Green (like Full Cores)
Magnificent - Deep Blue
Upgrading - Purple
