Monument Description

It would be awesome if by hovering over the image of the monument description would appear.

It would allow for people to learn about these monuments and provide some level of immersion.
There is so much you could write about these monuments that I am sure some people would love to read about when there is downtime.

Worst case, the ability for modders to do that would be awesome (as from my understanding localisation for 4 total languages takes quite a bit of time)

Additionally, it would be awesome if something likee [Root.Monarch.GetName] would work in title localisation so you can have palaces that change with rulers.

@Pavía The interest of this suggestion is increased with the high number of new monuments for the future patch. For the immersion, the understanding of the role of the monument in the culture of the country played, and the gain of general culture for the players!
