Monument costs should be variable

Not every monument is equally strong, and they shouldn't be. But some monuments (looking at you, Bran Castle) have such offensively mediocre effects that it's not worth it to upgrade at all. Many of the good ones would keep the default price, and some of the lesser monuments could have cheaper upgrade costs.

Would also allow for more filler monuments so every country can have one. But this would also increase the global warscore cost again. So we might see silly stuff like Byzantium not able to be conquered in one go again.

I wouldn’t mind seeing some with unique bonuses, as long as they aren‘t overpowered. The Mausoleum at Halicarnassus with its average monarch lifespan is an example.
