Shouldn't the US war entry level against these agressive nations rise if not declare war outright because of expansionist moves in Latin America?

The issue is that Latin America falls within the US sphere of influence and there's NO WAY that the US would remain neutral and isolationist if either the UK or USSR invade Latin America. Period, exclamation point.
The way I understand things, the USA/UK/USSR ignore each other's imperialistic actions.
