Here is what is happening. Some one who you do not have a trade agreament is competing away your merchants, then someone you have an agreament with is successful. So you never "see" the person who competed you out.

Whats happening is that an AI nation w/ no merchants in the CoT sends some merchants, they kick a few guys out but fail to expand that country's share of the CoT, thus you lose merchants and they remain out of the CoT.
