Well, here is my point: i seldom play the 1337 scenario, but lately did it several times (wanted to convert to EU2 with better starting conditions but not absolutely different world).
What made me really upset are the two mongol blobs - Golden Horde and Il Khanate. Due to benefits they have, once mongols start warmonegring, they are unstoppable (by AI,but i dont want to fight everything only by myself). Il Khanate not so much, but the Horde usually thrusts through central Europe and often ends with mongols washing their feet in Atlantic.
This is stupid! ahistorical! Sometimes Germany manages to stop them, but then either Europe up to Hungary is mongol..or russian steppes are under german rule. Another damn stupid outcome... :(
I mean, that at that time the invasions have not been so threatening, mongols were not so strong and definitely should not be able to conquer half of the europe.OTOH, no european power should be able to conquer almost all Russia.. so something balancing "should" be done..right?

For now i use little trick - change culture of both mongol rulers from mongol to persian (Il Khanate) and cuman (Horde). This way they have to obey rules valid for all other countries and cannot expand so much.
In some 10 games they did not ;)
Also,no one managed to conquer their lands and in the 100years of the scenario mongols finished in almost their historical boundaries :D

Belive it or not the Horde i.e. Mongols were a very big threat in those times, but yet they were not match for the Technologicly Advanced Europeans, with thier Knights etc, what Mongols had was speed on thier Horses and some good Cavelry as well as Archers iirc not sure about close combat. Also they didnt follow the conventional set war tactics on meeting at a agreed area Battlefield and fighting only thier.

But i do agree with changing the Horde Invasion to be less thrustfull. Im not sure but wasnt Gengis Khan stoped at the Volga? or Causcusses?

I believe he isn't talking about the Mongol Invasion events, but about the 2 Mongol Hordes that are already in the game at the start of the scenario.

They don't have the 200,000 men armies, but because of the special rules of Mongol culture he still thinks they are to strong.

If they indeed have the Mongol culture, changing them into what he did sounds right to me.

BTW
Chengis Khan wasn't stopped at the Volga or Causasus. The Mongols reached the Adriatic Sea undefeated. They then suddenly returned and never returned so far west. When they invaded Europe, Chengis Khan was already dead

EDIT
For a discussion about how strong or advanced the Mongols were, see this thread
