I have a problem with the japanese stockpiles as I can't find any source on how big they where in 1939.
I will raise them to similar levels as the German ones which would mean energy 5000, metals 10000, rares 6000 and oil 5000.
Of course this is a bit favorable to Japan.

I just have a slight problem with paradox overall scenario design policy.
A lot of ahistorical things (italian techteams, french army...) were included to just make the nations behave somewhat historical. Of course all goes broke if ahistorical things happen.
I think giving the nations a startposition according to their 1939 capabilities would have also worked,
especially regarding situations like an early soviet entry into the war discussed earlier.
But promise to leave further edits to scenario designers.
