Monarchs start with negative VPs - PLS DELETE

Playing under 1.03.

Monarchs start with negative VPs. For example, playing as Austria, Friedrich V (1457-) started with -206 VPs.

This problem was in the previous patch too. Save file available.

The vp-scores are only right for the first two monarchs. This "bug" also exists in EU1
