In one of my Aztec run (long time ago, before MoH) I had the time to get admin tech 10 (so 3rd idea group) but I decided to shove my points in useless places : Dev random stuff, up mercantilism. If you can catch additional idea groups, DO IT. Explo is a must, expansion is pure crap (unless you plan to dump tariffs) but the +1 colonist is a strong dilemma.
You should also be careful : once the Conquistadores start crossing your land, you might get "rapid collapse of the society" modifier which is a +33% of Monarch cost points, so be sure to dump your monarch points.
Also, once your reform/instit & tech up, all points above 999-1000 will be lost UNLESS you reach a value under 999-1000 : for instance, if I have 2400 admin points and I tech up, I will have 999, no matter the cost of the tech.
But if you have 1400 admin points and you tech up and reach a value under 999, you will waste the minimum amount, if not none. So don't wait too long !
When you spend monarch points on anything, your point level drops to 999 if it would be over 999 after the expenditure.IIRC That's only true for embracing institutions, primitives that reform get to keep all their monarch points w/o losing them. It's quite possible to reach tech parity with whomever you reformed off of if you keep your monarch points at cap.

Btw, how do you reform religion? I played one game as an Inca nation and could not find anything related to that anywhere. There were nothing clickable in religion screen, there were only the sun and tolerances etc.
Aztec, Incas and Mayas have a fairly intricate reform mechanism, in two phases
Phase one is achieving unity, phase two is contact with Europe.
For the Incas, the key gimmick is Authority. You need to prop it 5 times to 100, then reform, which will trigger a revolt and - STA. Authority is gained slowly by DEV percentage, much more quickly by lowering autonomy (either by actually lowering autonomy, IE click on the case ''lower autonomy'' or by events that lower autonomy).
(Reformed Incas are, to say the least, well worth the trouble)
Develop them all one at a time, and don't stop at any number, you don't have a better use for that DIP and there's no feasibly achievable development at which developing a gold mine one more time will decrease your long term revenue. I might be wrong on this and it's a gut feeling, but I think anyone with statistics would agree with me.
Inflation is cheap to get rid of, especially if you take economic ideas. Even if you don't get rid of it, it's not very problematic. I wouldn't worry about it.

It works this way because your point cap becomes 999 when you embrace all the institutions
exploration, conquer mexico, get all gold mines including mexican ones to 10 dev, and if you really got points spare, go for economic idea group.
you can get above 100 gold income and no serious inflation.
