Can someone explain to me why some Monarchs have manuever, fire and shock values in monarch file and others don't. I thought only leaders had those variables set.

Rex is right - the manuever, fire, shock, and siege values in the Monarch file are not used by the game (indeed many monarchs have values for these attributes - but no leader units appear for them in the game). Rather, in the leaders files, a "rank" of monarch shows the unusal status of the monarch "leader". Indeed, there is a different leader tag for the "monarch" Monarch in the monarch files, versus the "leader" Monarch in the leader file. Note also that this means the "monarch" Monarch is a completely different entity that the "leader" Monarch - one lives, prospers, and dies, with no impact upon the other

This makes sense. I remember a GC as England (I think) where the monarch was also present as a leader in the game. Of course it could have been his brother or cousin maybe. At any rate, they had the same last name, and the military leader was a lot better than a normal leader.
