I've been thinking that, since monarch/rulers, represent such an important part of the game, there could/should be more ways to involve them instead of keeping them in throne room to generate mana, instead of just converting some of them to generals every once in a blue moon.

I'm not talking about the option to choose a skill focus - that's a zero sum game, you gain 2 points in a chosen skill, but lose 1 point in the two remaining categories.

Monarch focus could be a field that your ruler devoted himself to for a period of time, and as a result, your country performs slightly better in that area.

1) trade focus - your monarch devoted himself to maximizing trade income so you get +5% Trade Efficiency
2) integration of conquered areas - 5% reduction in coring cost and time
3) integration of different cultures - 10% reduction in time and cost to convert cultures
4) improve the army - +10% army morale
5) drill the army - +5% army discipline
6) Lowering revolt - -1% revolt risk...
... and so on

It could even be tied to monarch skill. Obviously all those areas would fall into one of three categories (administrative/diplomacy/military), and the effect of monarch focus could depend on their skill. For instance, 1-2 diplo skill monarch would increase Trade Efficiency by 5%, 3-4 diplo skill monarch by 10% and 5-6 diplo skill monarch by 15%.

Of course, if he is a general he couldn't do any of that, but we should be able to convert them to and from being a general.

Naturally, there should also be a cooldown during which you can't change monarch focus, possibly depending on government type.

The positive effects would be:

1) Poorer/smaller nations would be able to improve some aspects of their country without hiring an advisor.
2) It would allow us to fine tune our countries
3) it would make monarchs more involved
4) it would make smaller poorer countries slightly more competitive, especially in the beginning.
5) it would be fun and add more strategy options.
