With 1.02 it was possible for SOV to get diplomatically Estonia, Latvia and Lithuania (influence, demand territory). With 1.03 it is even at COWARD/VERY EASY not possible. They always refuse, even if they have the closest relationship with SOV and SOV has 300 diplomatic influence! I have also tried to coup them. Even when they were stalinist, they still refused. The same thing is true for FIN and ROM. There must be something wrong. BUG?

Attack Finland first then demand Baltic!

I have played SU and attacked Finland in 1939 (Winter War). Defeat the Finns, accept the peace deal and then start demanding the baltic countries. This should give you the baltic countries every time whithout taking a shot and is quite historically correct (an aggressive SU will be more likely to use violence and could scare its neighbours). If you decide to invade all of Finland you might get the Swedes declaring war even. Sometimes I just love this game!!!
