First, apologies to Darth Maur for not responding to his revised M-R pact code or posting one of my own.
In the end, the solution I tried on my installation was very simple-minded and seemed to work well enough--make M-R occur indpendent of the date, and trigger if poland doesn'd exist in the event that Germany takes it out before 1939 (like I always do...)
While the event description is no longer relevant, I believe Stalin would have asserted his interests in Poland somehow, and for my money this approach is simple and has the right sort of effect.
Second, I tried adding national claims in favour of Japan all down the East Coast of China to see if I could stir JAP up a bit.
The hot news, is that national claims don't necessarily do anything at all. Adding victory points, though, seems more effective as the AI will chase them somewhat.
No-one in the know has commented, but I think a lot of the AI political and diplomatic activity is more or less hard wired, and there is not a lot modders can do to influence it at this stage
I have turned over all the mods I made on M-R and everything else (about 20) to Bolt, and if he feels any of it is worth using I'm sure he will.
I have a day job, and no time for delving into HOI as much as I'd like: too much lost sleep already.
Sigh. Bills still don't pay themselves despite all my coaxing and threats...
