Will The console version of Cities: Skylines get actual mods that affect the game, other an just cosmetic?
I would really like a max demand mod to be added to console version if possible.
What are your opinions of this suggestion?

It is not possible to mod console games. The most that can be done is add custom assets, which are already available on the Xbox. Even that is not possible on the PS4/5

It is possible to mod console games, ask Bethesda. But I guess it isn't possible for Paradox to do it.
Certainly Paradox cannot add modding in this game, as they do not write it.

The most that can be done in consoles is to add custom game assets - basically cosmetics; as I understand it users modding actual gameplay is not possible.

i disagree, if you wanted to do it, it would be done

Certain mods, TM, moveit or a light version of both coded in house for the vanilla game would be easy
Saying something is not possible to code is wrong thing to say

He said, "users modding actual gameplay is not possible."

But a great many mods have been incorporated into the game over the years.

But it would be insane to let users mod a console. It would literally be hacked in no time. Heck we already had one known user hacking in the Steam workshop.

not asking a user to do it. And yes some muppet would hack
But im asking CO, tantalus to modify the vanilla game to have advanced build options

there is not such thing as cant in the world of code,
if it was done by a guy in a garage the guys with the source should have ZERO issues doing a console friendy lite version of 2 of the essensial mods

Like I already said, the devs have incorporated several mods into the game over the last 7-years. and constantly, Not just 1 time.

Exactly, with a no such thing as can't, you can have hackers planting a virus at will. This is why there is ABSOLUTELY, 100% no way any sane company that would allow anyone to into their console to make a virus at will by anyone, anywhere.

The best you can hope for is to have a developer incorporate a mod into a game. Which the devs already do.

IMHO, mods are absolutely not needed to play this game. Some mod features would be nice, but not needed. The game plays fine as it is.

But I'm curious how you would think having someone in a garage would be friendly and not hack the console itself for personal gain. I mean it has already happed at least once that we know of on the PC.
