Mods won't install in Steam Workshop

I tried subscribing to some mods in the Steam Workshop but none of them work and appear in my mod folder. Anyone knows how to fix this?

Run the game. Click the Content button, then Mod tab.

Wait a short while.
Exit the game.
Launch again.

I was having the same problem the other day, but managed to fix. Somehow the Steam Cloud sync had disabled itself which was preventing the mods from downloading. Double check that its activated for both your whole account, and EUIV specifically. Mine started downloading instantly.

Yeah, I did that.

My biggest problem, which I later found out, is that I had too many mods installed and so none of them were working or being updated.
