Mods are not possible for the PS4 or Xbox.

Why can’t PS4 have mods?

The hardware in current consoles is unable to handle the additional stress of mods. PlayStation themselves seem to not want mods implemented into games on their platform in general.

To make the game more realistic, why isn’t there religion and new building types for consoles?? Or new adjustments to the environment like more unemployed area means more hanging around rather than walking to and from work and buildings??

Why can’t PS4 have mods?

Because Sony make it effectively impossible. There and many threads on this here from over the years.

They are not going to add options like that to the console before they add them to the PC/Steam version, I am sure.
