Mods aren't loading in-game

Stellaris v. 2.5.0 (or 2.5.1 beta, it is the same)
Launcher v. 2019.10.4 (last version)
O.S. Windows 10 - 64bits

Problem: Game is not loading any mod since I update Stellaris to 2.5.0., not even namelist, music or cosmetic mods. I can activate and deactivate mods in the launcher, but when I launch the game and it loads....just vainilla. Ever.

I asked in the "launcher thread" and they said that I should ask here because it is a problem with the game itself, not the launcher. This is their last answer:

Hmm. That is the file the game should read in order to find what mods to load, and it does in fact look intact and reasonable. I can only recommend that you report these findings to the Stellaris community reps / support and have the game team look at why the indicated mods are not loaded in-game. Sorry I couldn't be of more help!

I already reinstalled Stellaris, reinstalled Steam, deleted mods folder, deleted jason.files, run steam and stellaris with Windows Admin, unsuscribed and suscribed in several workshop mods....

I've never have any problem with mods before this version. I am desperate and tired.

I just tried the mod "US Overhaul Dynamic - extended topbar" and it loaded and worked fine for me. Can you . try JUST that one and see if it works?

If not, are your Steam installation, the Steam Library that this game is installed in, and your Windows User folders all on the same volume?

First, OK, I will try that mod when I'll come back home.

And yes, they are in the same volume. In fact, I have got only one volume.

Same issue. Can confirm that all the folders are in the correct place, as they are exactly where they were generated upon re-installing.

One possible issue is that the theoretical "mod_registry.json" doesn't exist in my installation, for some reason.

Any help?

@AndrewT : please, don't give up trying to help me. It seems that you are my last chance and my only hope right now. Stellaris is my favourite game and I love playing it, but I can't play it vainilla because is boring to me after 1.100+ hours. I really need mods to enjoy it. It's been a long week since I updated it to 2.5. This isn't fair. I supported this game since the very beginning and now I feel frustated. THANK YOU.

I frankly don't know anything about mods themselves or what should or should not be in the .json files. Hard to understand why the same mod works for me but not you though.

Please do a full **clean** re-install:

- move any valued save games elsewhere, and user_empire_designs.txt from /Documents/Paradox Interactive/Stellaris/ if you have made any custom empires or races.
- "uninstall" in Steam-Stellaris
- unsubscribe from ALL mods in the Steam workshop
- manually delete both the Steam/SteamApps/common/Stellaris AND Documents/Paradox/Stellaris folders
- re-install game in Steam, run a Steam Verify when done.
- add stellaris.exe to the exceptions list of your antivirus app; ESPECIALLY if you have Windows Defender, add it to the Ransomware "Apps Allowed Through" list.

In particular you need to make sure there are no files or folders left under either the Steam Stellaris or Documents Stellaris locations, before installing again.

- run the game up, start a new test galaxy, then exit the game fully
- then subscribe to that one mod again, see if it works for you then.

It didn't work. Mods still don't load in-game. I don't know what more solutions can I try....2.3 still is going perfect with the old launcher but then I can't play with Lithoids.

I have not tried this, I will see if it works for me.

I'll also try purging the user empires and prior saves anyways since I have some from before consumer goods were added to the game, so maybe there's some really weird code left in it.

@AndrewT Okaaay....I got something weird.

I reinstalled, as you recommended, and tried that stuff out. Made a new empire, booted up a new game, ran it for a few months, saved it.

When I went to check the local user directory files to see if I have a mods_registry.json yet, I realized I forgot to re-add the file in the core folder that re-directs the user directory. So I checked my primary drive for the default directory location.

They're not there!!!

I decided to reboot the game to see what's going on, and when I booted it up, for the first time since the launcher rework I now see the "resume" option on the launcher! And it STILL thinks that the "manually added local mods" are still there!

What I think this means that Stellaris, by default, apparently is pointing to some completely unknown location for the user directory, and some of the features in the new launcher outright ignore the custom user directory address and continue to look at the default location.

So I guess my question is this: is there a way to re-direct ALL the features of the new launcher? Because if I can't find the "real" local files, how the hell am I supposed to even install local mods? And I also can't have it storing on my C drive since the C drive is nearly full (it's a tiny SSD specifically for the OS and nothing else).

EDIT: I have found where the semi-unchangeable default directory is going to! It's pointing to my f***ing One-Drive! I'll try un-installing One-Drive and see if that forces Stellaris to redirect somewhere f***ing PHYSICAL that doesn't go ape-$#!7 when the internet hiccups!

Update: Ok I uninstalled One-Drive and now THIS happens when I try to boot the game:

It then never launches the launcher but steam still thinks it's "launched".

This was DEFINITELY the problem: the new launcher partially ignores my "userdir.txt", and stubbornly insists on drawing from whatever the default is.

I'm re-installing to see if that forces it to find a new user directory since it can't use One-Drive to instal if it doesn't exist anymore.

I reinstalled Stellaris. To see if that fixed it.

IT HAS REINSTALLED ONE DRIVE SO IT CAN HAVE THE DEFAULT DIRECTORY IN ONE DRIVE!!! EDIT: Ok apparently what's happening is that One-Drive doesn't actually delete your cloud service upon un-installing, and programs that previously accessed it can still access it. I don't understand why Stellaris points to my One-Drive by DEFAULT, but apparently because it's pointing there One-Drive happily lets it continue to access it. Because One-Drive detects that I'm once again using their services, it re-installs itself. I pulled my internet and let a fresh install of Stellaris try to find my default directory, and it just failed with that same report you see up there.

EDIT: Redirected my rage toward One-Drive, as Stellaris didn't really reinstall it but rather just triggered it's automatic re-install. How do I disable it from using this file-scrambling piece of malware? How do I point it to my D drive and have the launcher obey for all features? How did re-installing fix NONE of this?

If that works you can replace the dot in that file with any file path you prefer.

That's slightly part of the issue. I'm using that trick to divert it to a real drive (D, although at this point my normal C drive would be fine), but for whatever reason the game doesn't load mods from the directory in the userdir.txt, but rather from the default. Or it tries, but the game won't let it because it's the wrong directory.

I think this is a bug, where one of the check for "If userdir.txt exists, use that, else use default" is instead "use default".

Oh my!. I think I've made it to work somehow. Finally the game is loading mods...isn't it?.

I did everything that @AndrewT write here (thank you again, sir!), a full clean-installation and some other things that i've read here in Paradox forum and in reddit (folder permission, antivirus exceptions, etc.). And it didn't work.

But today I launched the game and it is working now. Can't understand why but...it seems that it is fixed!.

Edit: This is the Kurogane shipset mod working just perfect!

Basically I reinstalled everything just like @AndrewT said here. Before, I deleted every Stellaris' file I could find in my computer. Then I gave access permision to folders. Run as administrator Steam and Stellaris... And it worked.
